Searches a string from right to left for the next instance of a character that does not pass the given delegate function.

- The character test to use.
- startIndex Int32 (Optional)
- The index in value from which to begin testing characters. Typically length of value minus 1."
Return Value
Int32The index of the character within
value or (-1) if not found.
