value Ticks: Number of ticks to convert to milliseconds.

Return Value

Double
Number milliseconds represented by specified value in ticks.

Remarks

If value represents an instant in time, returned value will represent the number of milliseconds that have elapsed since 12:00:00 midnight, January 1, 0001.
