If RootQueryRestriction only references primary key fields, then this property value should be set
to false since default delete operations for a modeled record already work against primary key fields.
This flag can be manually set per TableOperationsT instance or handled automatically by marking
a model with the RootQueryRestrictionAttribute and assigning a value to the attribute property
ApplyToDeletes.
