Encodes sample value tag length (currently limited to 16-bits).

- length UInt16
- Sample value tag length.
- buffer Byte
- Buffer to hold encoded sampled value tag length.
- index Int32
- Start index of buffer where tag length encoding begins - will be auto-incremented.
Usage Note
In Visual Basic and C#, you can call this method as an instance method on any object of type
UInt16. When you use instance method syntax to call this method, omit the first parameter. For more information, see
