Remarks
Call this periodically, preferably on a slow timer (e.g., once per second),
in order to update the MeasurementsReceived,
MeasurementsWithError, and
MeasurementsExpected statistics. This method is preferred
when tracking statistics for multiple IDevices to reduce the number
of calls to UtcNow.
