array T: Array to validate.
startIndex Int32: 0-based start index into the array.
length Int32: Valid number of items within array from startIndex.

Usage Note

Exceptions

ArgumentNullException	array is null.
ArgumentOutOfRangeException	startIndex or length is less than 0 -or- startIndex and length will exceed array length.
